One of a youth's last steps to Eagle Scout is to plan, develop, and serve as a leader to others in a service project helpful to their religious institution, school, or community. The project doesn't have to be original - something that has never been done before - but it certainly could be. The Eagle Scout candidate must, however, accept responsibility for planning, directing, and following through to its successful completion.
